Executive summary:

The Hill District council by virtue of its mandate plays a pivotal role at the centre of the development process in the CHT. For sustainable development - the changes which are always needed by the community and are within the capacity of the community to maintain and enjoy in justifiable manner, HDC and CHTDF-UNDP jointly launched the agriculture and Food Security Project.

DANIDA and EC joint Mission visited CHT early in 2009 and discussed with different stakeholders.

Importance of launching Food Security project for CHT has been identified (Signed Agreement on 7th October, 2009 with DANIDA and UNDP). Bandarban Hill District Council has agreed to accomplish some important activities with CHTDF, UNDP through Letter of Agreement (LoA- May 2010- June 2013).It was first phase of DANIDA named AFSP-I. Recently AFSP-II had started from July 2013-June 2015 under the Bandarban Hill District Council.

The objectives of the project was improved living conditions of poor marginal and small farmers

Jhum research plot at Ramri para, Tongkabati Union, Sadar Upazila has conducted by Jum Researcher assigned by BHDC. 8 solar Refrigerator distributed in seven under supervision of DLS, Bandarban. To increase crop production particularly in dry period irrigation dam has been constructed at Hlapai Mukh, Sadar Upazila. Market Collection point at Murunggu Bazar, Rowangchari Market collection point has been established.

Despite the progress made over the year of 2011 significant problems and challenges remain-  Many LoA activities with short time period, FSF drop out, Time constraints FFS sessions at Field, To get Competent FSF, MT visit and feedback , Adoption by community as new approach, Literacy level of community people, In some remote area, community people feedback is not Found in right time, Future Maintenance of Infrastructures ( Irrigation, Market Collection point, Market Renovation, Solar Refrigerator).

Recently, a District Agricultural Strategy paper is developed by a skilled Consultant, Dr.M.Jamal Uddin, which will contribute in National Agricultural Strategy paper development, especially in CHT.

The ongoing collaboration between CHTDF and the Hill District Council (HDC) lead and coordinate all development activities regarding agriculture within the District. So, CEP, BHDC would like to  thank all relevant persons to give their continuous afford and suggestion in sustainable agriculture development.

Programme Coverage: There are seven (07) number of upazilla in Bandarban Hill District. Community Empowerment Programme-BHDC is running programme successfully in all upazilla’s including Naikhyongchari. Upazilla coverage of CEP is below by mapping-

Organogram of Community Empowerment Programme: There are total fourteen (14) numbers    of staff in Community Empowerment at District and upazilla level comprising with District Officer, Training Officer, Assistant Training Officer, UFSFO and FSF. The organogram of CEP is as below -

AFSP Coverage:

Under the Agriculture and Food Security Project –II 515 Farmer’s Field School are going to be established in Bandarban. In the below mentioned upazilas in Bandarban, the pilot phase of these schools have already started.

In 2010:

  • Selection & trained up 90 FSF (field School facilitators) in 6 Upazila except Naikhongchari.
  • Selection & trained up 7 master Trainer from GO, NGO sector.
  • Selection of 90 Para Development Community for FFS establishment.

In 2011:

  • Distribution of Solar fridge Refrigerator at district & upazila office of DLS.
  • Construction of Irrigation Channel, Market Collection point at Hlapai Mukh para & Murungo bazar.
  • Establishment of Jhum research Plot at Ramripara, Bandarban Sadar.
  • Conduction youth development training in 4 categories-Driving, Mobile mechanic, Automechanisim & Tailoring.

In 2012:

  • Development of District Agricultural Strategy paper for Bandarban.
  • Conduction of Training for 40 youth in Driving, Beauty Parlour, Block & Boutiques & gender
  • Issue.
  • Selection & trained up of 105 FSF at Community level.

In 2013:

  • Recruitment of new HR (Master trainers, MnRo, UFFSC, Finance & Admin officer) for project.
  • Organize Inception Workshop at district & Upazila level.
  • Organize Exchange visit for AFSP staff.

In 2014:

  • Selection of 66 PDC for FFS Establishment.
  • Selection of 66 Farmers facilitators in 6 Upazila except Naikhongchari.
  • Conduction of up to 3rd  spells (10 days/spell) FF ToF for FF.
  • Organize Orientation training Programme for GoB.

In 2015:

  • Selection of new 62 Farmers Facilitator in 7 upazilas.
  • Recruitment of 1 new Master Trainer.
  • 186 PDC & 372 members are oriented for EC member training.
  • 26 UDCC monitoring visit completed.
  • 7 UzAc monitoring visit completed.
  • 1st & 2nd Batch (4th & 5th spell) of 66 FF has completed and 3rd & 4th Batch ToF of 62 FF   are running.

1. Remoteness & Communication system

2. Availability of Fund in due time

3. Adaptation of new technology in agricultural sector is very low.

4. Inadequate land for agricultural production.

Recommendation:

  • Creating new entrepreneurs in the privately owned sectors.
  • Giving Agricultural inputs to the farmers.
  • Establishing Fruit Processing centre at Bandarban.
  • Establishing more collection points in different location.
  • Production of area specific agricultural crops.
